Don't worry, you read it right the first time. This 13-year old boy had a habit of disrupting class by breaking wind and turning peoples computers off. CLEARLY, the only solution to resolve this is by placing him in handcuffs. Again, are we trying our best to create criminals at the earliest age possible? We understand that there are some challenging behaviors in the classroom, but their has to be a more positive way of engaging him than arresting the boy.
